Yes, those are Whelens, and the information about the sirens can be found on the SafetyCom web site, since they were the installers of the outdoor warning system.

Oklahoma City, Tulsa and Sapulpa use Whelen's. Ranging from 2800 Series, 2900 Series, WS 3016's and WPS 4004's.

OKC's system comprises of 2810s and Vortex-4s. Sounds like one of the 2810s in the video.
