The RCM1, which was originally made for 2 signal tbolts only have 3 power outputs meant to capacitate the blower, chopper and rotator. Once the 1003 came out, they made the RCM 3 control box which had power output terminals for the solenoids and flashers to alternate their operation. The AF timer is only an "on/off" switch and depending on what button you press, it will send pwoer through that power out terminal (and do the power wavering for the wail). So, the AF is the automatic power switch, and the RCM boxes is what provides the juice to the switches in the AF, and then the AF strategically transmits power to the siren after being filtered to the desired signal specification.
