That'd be my guess as well. At any rate, the purpose of conducting tests of the sirens is to diagnose the system for problems. They just found a few, now it's time for them to effectuate the necesary repairs.

Regarding the reason why the first activation failed entirely, I would imagine it had to do with the control transmitter, or possibly even an operator error during the test. The activation signal doesn't go out on the frequency recorded during that test, so we can't tell, but it would be very odd that the problem in the first recording had to do with the sirens and not the activation point.

This recording it sure sounds like the chopper motor needs new bearings badly. Them bearings sound like they about to freeze up tight soon. Bearings are so easy to change can be done right up at the siren

Sounds more like a bad brush/collector ring connection to me.
Bad bearings won't make a motor waver up and down like that.
The bearings would be really noisy (which you wouldn't be
able to hear with the siren running) until they got bad enough
to seize or come apart. Then the thing would just quit.
