I've seen other claims that Federal tested sirens in Europe, but is there any evidence that Federal sirens actually went there? The British and French had their own siren manufacturers and we certainly would not have sold them to Germany.

Doubt it. Federal does sell sirens and equipment around the world (their VAMA division is responsible for a lot of non-US emergency vehicle lighting) but back then I think it was strictly US-only. I've seen some Modulators in other parts of the world but those are much newer installations, obviously.
