Well I went and recorded one of our 2T22s, but it sounds like it is either underpowered or it has one of those intake tubes blocked.

You can hear faintly a 2001DC mixing in at parts.
That would be a very stupid move by your City if that were the case, but most likely something got in there. That's actually very possible.
