I'd have to agree. I think there's more videos of silent/malfunctioning sirens than there are of ones that worked without problems.

You'd think Hawaii could afford a decent system given the amount they make from tourism.

Ya that is really sad. At first, I thought people were just posting videos of the ones that DID fail, but it just seems like every test, the ones they set up to film just don't sound

And is it me, or does this 612 have an extremely long wind down?

That is one low pitched 612! It does have an unusually long wind-down. Sounds a whole lot like a Thunderbolt 1000T.

Even though Hawaii's siren system has many problems, I love the sound of it when the sirens are working properly.
