I stand corrected on my assumption.

I'm guessing Federal just started putting caps that had the divider, and solenoid bar holes on all of them. I guess it would make it MUCH better for parts interchangeability, so they wouldn't have to have separate lines for 1000, 1000T, and 1003 caps.

Ok. I found out that the siren was put up when the tower was built in 1969.
