I don't think that siren is in North America. The electrical box on the right side of the screen is small and square like those used in Europe. Most American boxes are rectangular or a larger square shape (2 gang).

I thought that was a telephone box!, I was wondering why there would be telephone wire up there.

Maple Shade, NJ had some unknown brand electronic siren that dates back at least to the late 60's behind their police station. I used to be a member of RACES and saw the rack for it in the CD center in the basement. Looked home-brewed. I never heard it activate in all the years I was in NJ.
