I heard the data stream before that. Are you referring to the screech coppercarl modified his post to reflect between :53 and :55? That didn't sound like anything the radio would emit.

The Hi-Lo doesn't sound that bad, actually. The voice is pretty clear, except for the echo.

Looks like exhaust from chimney or something, as it appears to be behind the siren.
