Is there a way to make your own test message with the same voice that Whelen uses?

You can probably custom-order a message, but other than that, you'll have to track down the actual person providing that voice (likely a Whelen employee).

I figured it was just a computerised voice - but, also figured they created it themselves.

They had electronic voice messages in English (male voice) and Spanish (female voice) that could be downloaded off their site. They were for the CSEPP facility in Pueblo CO. I use the tornado warning announcement as the sound when I open Windows on my lap top. It freaks people out in airports.

You want to really freak people out with that? Go to the St. Louis airport on a stormy night... :D
