I don't think flashing green traffic signals are used in the United States. In many parts of Canada, it is often used instead of a left turn arrow, indicating a protected left turn. Other parts of Canada use a flashing green like we use a flashing yellow. In Mexico, many states like Puebla use flashing green as a stage before yellow and red: three seconds of flashing green, three seconds of yellow, then red.
