And odds are it's probably something that was tossed out because it was an old part that was "Not needed anymore". Like if a town had thunderbolts and got rid of them all then found that later they'd just throw it away. That or someone thought it was bad and tossed it not knowing it was good.

Interesting that you just happened to find this in a random dumpster, didn't know what it was, but you knew to come to this very forum to find out.
Hmmmmmm......Something tells me there's a lot more to this story......
