OK the mystery has been solved! it is going to be an indoor skydiving simulator. A vertical wind tunnel. The "horns" are now enclosed and go into ducting that reroutes the air back to the fan underneath. I found some pics of similar places around the country, but cant for the life of me figure out how to copy and paste links from my phone!

Huh. Wouldn't you know it. Never seen anything quite like that. Couldn't get me near it, though. I wince at anything that is supposed to be "thrilling." :-P
