Technically, by closing half of the ports on the stator and opening them again, you would in theory create a high/low signal, would you not?

No, you wouldn't.

By closing half the ports, you make it quieter, but the tone doesn't get lower. There's still a 12 port rotor chopping the air.

Yes in order to make a high-low signal you would need dual rotors (with different port ratios) or a dual tone rotor and of course solenoids.
