Put the chopper into a bucket. Then, get some Awesome's Cleaner and Degreaser. Pour some of the Awesome's into a bucket (more if the dirt is really stuck on) and fill the rest with water until the chopper is fully submerged. Let it sit overnight, take the chopper out and scrub it down with paper towels, an old kitchen sponge/a scratch pad, or steel wool. Afterwards, rinse it with a garden hose. Most of the dirt should wash and scrub away. If you're not satisfied, repeat until the chopper is squeaky clean.

If you do this, your chopper will, no lies, look almost brand new. All that puddle water gunk will be gone, as will all the dirt and surface rust on the chopper. What little paint is left will really pop.

Awesome's is some pretty strong stuff. I use straight Awesome's to clean my acquisitions. Surface rust, soil, weathered paint? No problem for this stuff. You can get it at Walmart for around $3 a bottle, last time I bought some I got 2 bottles for $5. You should be able to find it where the cleaning chemicals are.
