Yes, probably will cost you more than what you are willing to pay(machine shop) as carolinasignalco alluded to.....
What would the estimated cost be? I would expect it to be over $1000...

....I have no idea, it's been a while (like the last millennium) since I have had any machine shop work done. Since it's small enough, I suppose you could take around to some shops and see what they have to say.

No, grinding on the stator wont solve this issue.
