It's either a HPSA-3104 or a HPSA-81x4-R (x = 0, 1, or 2, depending on the age and radio). There isn't a way to tell unless you know what controller was on the siren originally. Since WAVES switched from SiRcom's horns to their own in around 2010-ish, this is a newer unit from Eaton or Cooper Notifications. If it is a 3100 series siren, it would have originally had a white fiberglass cabinet. The 7100/8100 series had an aluminum/stainless cabinet. The 7100 series was made to tie into a fire alarm panel, while the 3100 and 8100 series were radio-controlled, mostly using IP-based equipment or, in some cases, VHF/UHF-based stuff like most siren systems use.

What's strange is I feel like I've seen photos of this exact setup floating around the internet with people claiming it's an "FS Thor", Federal Signal's diffraction horn siren. Did FS simply buy WAVES heads and sell them paired with their controllers, or is this not a Thor at all and we really have no pictures of them? Someone probably knows more about this than I do. I could be thinking of a totally different installation.

Where is the recording?
I wasn't able to record it, sadly. I went there when it was supposed to test twice neither of those times it went off. But I have confirmed it has FS UltraVoice controls so it sounds like a Modulator, and I am 99% confident it is a Cooper WAVES HPSA-7104-R. Thanks for your reply!
