Could butterfly valves/dampers fit within a Hurricane chopper assembly? That seems technically difficult to me.
The Hurricane wouldn't necessarily have solenoid "ears" like the Thunderbolt 1003 either since the choppers are spaced so far apart. There could've been solenoid valves on one side of the siren head only if ACA went that route.

I think installing solenoids extraneously -a la side pieces- would've necessitated a specialized fiberglass molding since the horn and outer chopper-housing were one solid piece, and I have a hunch that would've been costly.
I'd imagine a small vertical solenoid could've been neatly integrated between the metal output "cams" preceding the choppers; and come to think of it, that may be why the choppers are offset towards the back.

The solenoids used on the Hurricane were made by Trombetta, which was located near Mequon. Unfortunately, nobody really knows how exactly they were setup in the siren.
Iād assume that if the coded Hurricane MKI had butterfly valves that they would be inside the two throats between the horn and the chopper assembly.

That would make the most sense, yes.

also, there is a few parts that can confirm it was coded like an extra collector ring in the rotator.
