Here are the new improved WPS 2900 series sirens. Whelen studied and found a solution to this problem by raising the tone to 560 hz, instead of the old 460. The Vortex and Hornet still use the 460hz tone, but the WPS 4000 and WPS 2900 use this new 560 tone which was easier on the amplifiers and allowed greater sound output (quoted from whelen representative).

Actually that's an Omni-Alert O-2. It's basically the omnidirectional version of the Vortex and uses the same controls and such.

I drove by that very Whelen when it was going off over the summer. I couldn't hear it when I just down the road from it and even when I was at the stoplight next to it (at Brentwood and Litzinger), I thought it was terribly quiet and wondered if something was wrong with it. I can say it definitely was NOT making that clipping noise then, though.
