The siren is most likely a HOR Siro-Drone. Decot only ever made two prototype sirens that resembled that, both dual tone. There are (and have been ) many Siro-Drones resembling that, however one louvre is strange. Plus, i think 9 port sirens are relatively rare in single tone, and I think HOR was one of the only companies to offer it. I may be wrong, my knowledge is quite limited on these older, obscure models. Maybe one of the louvres fell off? Anyways, good luck identifying it!

Whatever this siren is, it's got 10 ports (not 9), and a single phase motor with a centrifugal switch to charge the start capacitor when winding down. I've never heard of a Siro-Drone with one of these motors, and the siren looks to be too short to be a typical 10-port Siro-Drone since they tend to have tall motors. However, it's entirely possible that since the housing was rebuilt (it doesn't look original), the motor was also replaced as well. Until someone gets good up-close pics of the siren, it's difficult to tell for sure.
