Personally if it were me, I'd check with Cunningham Air Whistles about a horn setup. They should be able to point you in the right direction as far as the size tank you will need and how much air each horn will consume.

As far as Federal Signal diaphragm horns, I think I remember someone on here saying that Federal actually gets the horns from Cunningham and that they are rebranded and repainted by Federal.

You should try getting some help from the the Horn and Whistle board.

It seems that a large number of members of that board are septuagenarian railfans who are interested mainly in things found on locomotives and don't have much to say about anything else. That's why I rarely visit that board.
