Towards the end of the video, you can hear a kid say "shut up you stupid cow!" LOL
It sounds like a cartoon cow or something. If the EMA want the people to take the siren seriously, then they need to dispense with the cartoon cow and just use tones.

I remember seeing only one of Cannon Beach's sirens a couple of years ago. I believe that the siren I saw was either a 2750 or 2760, but I can't remember exactly how many cells it had. I was kinda of surprised to see a siren there and even more surprised to see that the siren head was painted dark green, I guess to blend in with the foliage and stuff.

It really won't make a difference if people hear a siren, chimes, or in this case, a cow for a test. It's actually probably a good thing that they use a sound other than a siren or something seeing as how they have so many tourists there annually. As long as they use some type of siren signal for an actual warning, people will know that there's an emergency and they need to react.

Many of the sirens on the coast are painted dark green to match the trees, with the notable exception of Lincoln City's bright blue sirens. All of the Trojan nuke plant Thunderbolts on the Oregon side of the Columbia River were painted green and are very hard to find.
