This siren's motor cover and projector, unless they were painted some really dark color, look rusty, and the Penetrator's fiberglass don't rust. It looks somewhat like the siren in this post:

That's quite possibly a Mars-branded siren, which was basically designed after the Federal Type B. They just used a different mounting base for the motor and a little different sheet metal work, but as best I can tell the mechanical parts of the Mars siren are the same as a Federal B.
It could also be a single headed Sterling. Just a few guesses.

If it were a Denver it would have some space between the motor shroud and the chopper. unless that metal shroud we see is over that space (which appears to be a chopper cover) then it isn't a Denver

This is a siren I saw driving by the Effingham County Cultural Center & Museum (I think). But, I don't know what kind it is.. It's a bad picture...

I don't think that's a siren. Maybe part of a PA system?

I did a bit more Googling, and it looks like an Altec Lansing Theater Horns, I figured it out by looking at a Siren Map...

It's an early Cyclone, I believe the ring is in the bottom to direct the sound outwards.
