That's what I always thought also, but an ARS member obtained two OLD model 2 sirens (4 brush motor) and they had factory housings with only two louvers. Looked like shrunk down model 5's.
I don't know if this photo has been posted before, but these 1930's San Francisco sirens appear to be the same conical-rotor sirens as we've seen before, but with a horn or venturi added.

Your first I believe is a coded(?) sterling and the second is indeed a 3V8
