Why?
Most places, especially in Europe, use non-rotating sirens.
I just now remembered that there's a Civil Defense video from a middle eastern county that has a Thunderbolt 7000 in it anyways.

I remember seeing that as well. Very cool, I think there were a few other sirens as well in that video.

From what I've seen in recent siren test recordings, it appears that the 7000s and Hörmanns are being phased out with Modulators.

The thing at the bottom looks an awful lot like a motor, and I'm pretty sure the mesh part on the top is an intake. Can't really be sure though.

That ebay photo isn't from the Netherlands, but from Jakarta, Indonesia, which had once been a Dutch colony (no palm trees in Amsterdam). Since Indonesia probably did not have anyone building sirens during the war, they would have bought them from nearby Australia. Certainly they would not have gotten them from Japan.
