It should still be active. That siren is in Butler County, not Hamilton County in case you didn't know. I am not entirely sure if you can see the Federal Building tbolt from on top of the Carew Tower or not. I've only been up there once, and I wasn't really into sirens at the time. Even if you can't see it, you should be able to get a great ambiance recording from up there, assuming it's not too windy.
If you're looking for a really unique TBolt to record, I would recommend getting the one on the Park Place at Lytle building on the edge of downtown (400 Pike Street). This one spins faster and has a much higher pitch than just about any other TBolt I've seen/heard. It can be seen clearly from Lytle Park.

Yes, the one on the Park Place at Lytle building is supposed to be replaced at some point. However, I don't know if/when that will happen. I don't know if they're planning on keeping the siren on the roof, since it's a residential building now (it was an office building from the 1950s up until 2002, when R.L. Polk & Co. consolidated its local offices. Don't know what it was used for before then.). Some idiot screwed up the architectural drawings for the roof mounts, so most of the roof-mounted sirens either haven't been replaced yet or have been replaced with nearby pole-mounted sirens (which is what happened in Mt. I was up on the Carew Tower a couple of weeks ago, and I don't remember being able to see any sirens. But Oldiesmann is right, it would be great in terms of ambience. Just don't get stuck in the tiny elevators and you should be fine...
