Here's what I know about it. It's basically two different sirens, because the guys who built it wanted to dual the sound, so they found the easiest way to make it into two different sirens rather than trying to make a dual-toned rotor. So, one of the sirens is high-pitched, and the other is low-pitched. The high-pitched one is a big, long stationary horn. The low-pitched one is inside a metal box. Both sirens are on opposite sides of the roof they sit on top of. I could be wrong, but I believe they both operate from the same controls.
