With a base like that, I'm gonna go with a vent, as it looks like a duct comes up into it.

Regarding the dual chopper Federal, after a closer look it seems that it's unidirectional with the vanes on the edge of the port openings and are set at an angle like an ACA siren. The Hörmann looking siren mentioned above is a 1200 watt Telegrafia siren part of the Gibon series I believe. They have short and long horn models. Here's a Street View image of it. It's kind of a tossup as it looks like a modified shroud, but it also seems small enough to just be a vent.

I am leaning towards glorified vent too.. but why don't you just ask someone there :P

Could someone explain the differences between the model 2 and model 2T? Are there any other model XTs?

The regular Model 2 is single tone. While the 2T is dual tone. The dual tone chopper in the 2T is the same as the Thunderbolt's chopper.

With any Federal Signal siren, a T on the end usually means dual toned.

Sirens and their dual tone counterparts:
Model 5 = Model 5T
Model 7 = Model 7T
Model 3 = Model 3T(?)
Model 2 = Model 2T

And so on.
