Unfortunately, i think you may be right. I've been looking at Google Maps too for days now and haven't seen anything except for a Fallout Shelter, and even there there is nothing. It's still worth a look. I did find a building with 2 signs on it at Cumberland Ave. and Locust St, but this is about sirens, not shelters. Perhaps the rest are just on top of poles or in inconspicuous spots.
I'd still be looking though.
