I seem to keep finding out more about these sirens. I have heard that they were actually custom built for the system of Oregon City, Oregon, and then were given out to fire stations when the system was removed, which might explain why there are more of these(6) then there are ACA sirens(4) then there are in the whole state with only 300-ish sirens. There is one in the system of John Day, which does attack for a noon blast along with a Screamer south of town. There is actually footage of the one in John Day going off,
