I don't believe Chicago has any 115's, but the wail just seems too short for it to be a mod. The wail on a mod last a longer for every cycle.

To me it sounds like a low pitched Modulator. Chicago only has Modulators and 2001s, but we all know that the original system was better.

That siren heard in the background is in fact a Modulator, located at Wrigley Field. The siren is programmed to sound in fast wail. Sadly, the siren is not as effective now that the new Jumbotron was installed...

My guess is that it could possibly be a Decot siren. But don't trust me 100% on this answer.

I'd say it's a Screamer S-2 missing the top cover.
