See if you can find any photos of the "new" city/County building. It was built in the early 1980s. It had the roof mount Tbolt from then until the mid 1990s in the NW corner of the building.

I found more stuff about fond du lac
They had only 3 thunderbolts in 1964, which means at the time, each thunderbolt covered around 10,500 people, atleast according to 1963
