Thought I might partake in this one:

Vigo County, IN

Vigo County, IN has employed forty-two Whelen Vortexes, nine Whelen WPS-2902's, four Whelen WPS-2903's, and six Whelen WPS-2904's (for a total of sixty-one sirens). The omnidirectional Whelens are located in parks, universities, and other areas of high outdoor pedestrian traffic throughout the county. That way, vocal instruction can be transmitted in localized areas where it is most important. The Vortexes are placed in areas where voice coverage is not needed, as well as around the county, in smaller towns, and to fill in coverage gaps. The reason for no county wide voice notification is that often times voice coming through on multiple sirens form multiple distances and/or angles will become garbled and unintelligible. The Vortexes are able to provide a harsh enough tone that should send a clear message without needing a vocal warning.
So are you doing your fantasy map anymore?

Here's my submission:

Vigo county, IN

The county has hired ATI for providing the most competitive and intriguing offer out of all the dealers, commissioning 74 sirens in total. This system consists of 21 HPSS-16 and 53 HPSS-32 speaker arrays, equipped with solar panels. The HPSS-32 units were used in most areas, with the 16s being used as gap fillers and for specific areas that need a giant voice system, like parks, the airport, and the university. The units were strategically placed where voice is audible in almost every part of the county where it matters the most.

After looking at all of the maps, I have declared 4J25 the winner of FSMC #2! Tyler, you were extremely close though. I liked both of your maps, but liked 4J's smart thinking on how he integrated voice.

FSMC #3 will begin sometime tomorrow, so stay tuned!

I'm surprised that you didn't throw mine out immediately after you saw ATI.
