What is this? Is this one of those rare spartan sirens? Or Darley perhaps?

It could be a spartan. its shroud seems kind of thin for a darley.

Sacramento has this mystery siren on top of the California Fruit Building.

It's a possibly rotating E. D. BULLARD siren, they're normally vertical and omnidirectional but it seems this one was jury-rigged.
