Gonna bump this one, because it looks weird and it seems to have gotten buried. Some weird Federal model like the 20, maybe?

Pretty sure they were made by Grifco. Here's a picture of another one.

That's definitely a homemade type job. It could possibly be a siren, but I can't see it well enough to see if there are any controls. It could just as well be part of a citywide PA system.
I know that area well and have seen these speakers before. I'm 99.5% sure they're railway-related. The city has a warning system of 2001s, Modulators and a couple XT22s and Thunderbeams for chemical incidents like the major spill in 2014.
Is there a station nearby? Because I think if there is, it is a PA system for the railway.

I'm not sure. The fact that there's a major road right next to it raises the possibility that a station was demolished to expand the highway, but I don't know the history. I'm pretty sure it's also now a freight-only railroad, no passengers.

So with what you said I think maybe it was used for a station but they are inactive now?

That's my inference based on the evidence there.

I had a feeling it was a loudspeaker, just had no idea what they looked like.

I think I may have just found a new ACA howler location. I was wandering around in Google maps like one does and stumbled across Hamburg MN nearby Norwood Young America MN and Colouge MN and I was finding locations for a map I'm making and I found this I screen captured it so I think it might be a Howler otherwise it's a P-10 or P-15. If you could reply as fast as you can to tell me that would be great!
