It definitely looks single-tone to me, as far as I can tell. I see one row of ports and an intake opening above that. I'm 95% sure that's a typical old Sterling/Darley 3V8.
Well, I see one row of ports underneath another... I definitely think its a Decot or something. Maybe my eyesight is bad.
I am very, very sure that what you're seeing is an air intake above and a row of ports below. That siren looks exactly like an old 3V8.

I know that is a model 5, but what is that thing above it? It looks too short and the chamber thing looks too big for a Cunningham horn or a diaphone...
