The XT22 is easily recognizable (as if I needed to point that out), but as for the other thing, I don't know. It looks like either a Carter knockoff, or some other horizontal siren. Maybe a Federal?
EDIT>Some more come to mind, like a Sterling missing the upper chopper caps (the half-circle ones), or maybe a (more than unlikely) HOR missing the motor cover and horns, but other than that, I've got no clue

I disagree. If you move the camera over right next to it, you can see how wide the rim of the chopper is, far wider than any Sterling chopper I've seen.

Actually, advancing a little bit and zooming in, it looks kinda like an XT22 on it's side. Does anyone know of a horizontal siren that looks like that? I think I'll stick to the fact that it may be a Lion for now.
Maybe someone should take a trip down there and photograph it? Just an idea...

To me it looks like >12 ports on the rotors. I imagine it's some Federal siren, since most Oklahoma CD era sirens are Federal. Maybe a 15/15?
