Is it possible to acquire a phase converter of some kind? I don't know much about them so I might be asking a dumb question

All you need to make a phase converter is a larger three phase motor and some capacitors. Just search for homemade phase converter and many plans can be found.

What about
these compact static phase converters? They don't seem to appear nowhere in Europe.

I would stay away from any sort of static converter. They don't actaully produce three phase, they only provide a sort of starting pulse and some balancing with capacitors on the third leg. Even a homemade rotary converter doesn't produce perfectly balanced three phase, but signifigantly better than the static. You either need a rotary converter or a VFD. You could possibly get a static converter and use it to make a rotary. You will need the converter sized at least twice the power the siren. So for example if it's 2hp you would want at least a 4hp. I believe three phase is more commonly used in Europe, probably why converters aren't as common.
