The first one is an EOWS 115. It has six speakers on each row. Good find because those aren't too common.

As for the second one, it looks like one of those rotating ATI sirens that look like a knock-off of the Whelen 4000 and Vortex series.

The first is an EOWS 115, the second is a Vortex/4004.

The second looks a lot more like an ATI.

The second one is a rotating ATI. I think the model # is HPSS16, I'm sure someone on here knows.

Thanks everyone. Knew I wouldn't be let down.
Looked like an electronic speaker array when I drove past... 8 speakers, 4 on top of 4, 90 degrees apart. Crazy looking.
And that's evidence that my memory sucks. In my defense, I was driving on I-94.

ATI HPSS16-R and FS EOWS 115 it is.

I was thinking maybe a Sterling 2V8 or 3V8, or if I am thinking that these look like I think they do, a small H.O.R.

It has taller, narrower stator ports than an HOR, so no. I'm leaning towards some sort of Sterling.

Yeah, the only reason I was thinking HOR is because of the ones here.
