Great pics!
Can you order the whelen's like that (painted in yellow) or you have to paint them like that once they are shipped?

Its gonna cost you a little extra to do so though

I just saw a Whelen 2900 on New Halls Ferry road at Pohlman rd. Looks like they are going to replace the old Whelens with more Whelens.

Yes. From what FedTB has said (and it makes perfect sense), St. Louis County got sick of having working siren heads with blown rotators (and I can't say that Whelen even makes the parts for those rotators any more--you have to go through a whole retrofit which is just a crazy procedure:
http://whelen.com/install/136/13602.pdf). So, why not remove the rotator factor from the equation altogether?
Honestly, and if you want my two cents, I'll bet the limiting factor beforehand on them getting Whelen omnis is the inability to replace blown drivers without some crazy maintenance procedures. I think the EZ-Pull drivers on the 2900 make a big difference when it comes down to maintenance, and finally gave them a reason to buy (again, just speculation on my part). Though, I do wonder what the cost difference between a 2908 and 4003 would be...
As an aside, STL County does a phenomenal job on siren upkeep and definitely has a model system.

Just to add more, I discovered via Google Maps a Thunderbolt 1003 and a Model 3/5/7 in Freeburg, IL not that long ago. One of these days, I'll go take amateur photos of it.
SIUE has an unknown Thunderbolt at the Heating and Refrigeration Plant, but I'm sure it has restricted access, so I won't be able to get a look at it in person.

Freeburg has 2 more 1003s and that is a Low tone Model 5 that sounds every day at noon.

Oh, nice. Do you know where the other two are? I only found the one near the Model 5. It would be cool to get a system recording of it.
