W.S. Darley (Sterling) 3V8. Can't tell which this one is, but they came in either 8 or 12 port versions, and were of similar size to the Federal Model 5.

It looks like it has horns on it though, and there is a skirt above that. There isn't enough room for both of them on it.

Looks like a Model 5/7 with a custom housing. I could be wrong though, i'm not that good with Federals.

Being serious, I think it is a modified Model 5, maybe even a Darley.
