If you look closely at the end, you'll notice a slight taper going from the rotor to the shaft, pretty common on most British sirens, so I doubt it's a Federal.

That is a Canadian made Carter. It could be a CLM or another company but it was definitely made in Toronto, ON. These things are very common in British Columbia but not really anywhere else. Kind of weird for a Toronto made siren.
