No, that didn't sound like an ASC electronic siren wind up. Being that far away, the wind up wouldn't have been that loud. It's most likely Federal, either a MOD or DSA.
Resident of a county with big a mixture of sirens, but in the process of being replaced. :(

It sounds like one of those rare sounding modulators,I heard one that sounded the same as this when I was in NY visiting family. The wail tones sounded identical.

Beats me. I keep listening to it and I can't figure it out.

*Its definitely electronic

*It doesn't fit the tone profile of a Whelen

*ASC is the only one making an "old style" attack tone now-a-days on their electronics, however, that isn't relevant as I'll show later.

*It doesn't have the classic soft start of an ASC electronic and it peaks too low for ASC's tone set.

*It also strikes me as having a similar tone profile as an older Mod, but it peaks WAY too low.

* It sounds, on the wind up, a lot like Moore's odd-ball Mod in terms of speed of wind-up (but peaking lower): http://www.youtube.com/watch?v=NsbTKe9sa7I

*Mods are highly programmable.

*Mods can be programmed to run a more standard attack cycle: http://www.youtube.com/watch?v=zoIAN-lvrQQ. Also listen to how it goes from the steady to the wind down and from the wind down back to the wind-up. Very similar to what you hear in that video.

*Judging from the user's other videos, he is in or near Bucks County, PA. I tried Street Viewing the fire stations in that area to no avail.

I betchya its a Mod someone went in and tinkered with and totally screwed up. I just betchya. And watch as I'm wrong.
