Gigantic air horns in Waitsburg, Washington

Today I took a drive out to Waitsburg, north of Walla Walla, in southeastern Washington. First I found this Sterling, a fairly common siren in the Pacific Northwest.
Coming around the corner to the City Hall, I saw these two enormous horns. The gentleman at the hardware/antique store/cat shelter across the street said that they are still in use by the fire department and are tested daily, and are air horns and not speakers. I will definitely come again to record them with a better camera. Does anyone know what they are?
