I don't think it has to do with politics. Oakland has installed a system of several dozen 2001s, in part due to the fire storm of 1991, and a near miss at a plating plant around 1995. And their Mayor is former Gov. Jerry Brown.
Now, the Tsunami thing varies with where a city is. San Jose has no Tsunami threat, for instance, but Santa Cruz does. But neither have sirens. Now that San Jose has a new OES Director this might change.
And if Kim Jong Il sends balistic missiles this way, the US has plenty enough to vaporize Pyonyang.
Now, as far as being "stupid" enough to settle on a fault line: There are earthquake risk risks all over. Quakes have been felt in all 50 states, and the USGS warns that 38 states are at risk of earthquake damage.
Be prepared to move Seattle, Portland, Salt Lake City, Reno, Memphis & Las Vegas since they are also on or near faults.
Should we move everyone 300 miles inland along the Gulf & Atlantic Coasts due to Hurricanes?

Berkeley is probably THE most Liberal City in California. Note that Terrorism is mentioned as part of the CERT training. If Liberals don't believe in being prepared, then why do they offer this?
