That mystery siren is a Soviet-era S(C)-40.

Here's an actual photo of the two sirens, the one is definitely a later-model FS 2001-SRNB. Not sure what the older one is, as I'm not all too well-rounded on foreign siren makes and models, but I think it's a Soviet siren.
