What would a town be able to do if this were the case?

The town had an STH-10 for a fire siren and a 12-port Model 5/7 for a tornado siren. How would they be able to tell the difference between the fire and tornado sirens? What if they couldn't?

Simple, you use different tones. An example would be attack for fire calls and alert for tornado warnings.

Or "retrofit" a solenoid/damper onto the STH-10 so it could produce alternating/pulsed wail for fire calls like the T1003 & 3T22
