In case your wondering what they have, Salem has 2 EOWS*612S and a 2001-SRN.

Yeah I would definitely say so. It sounds like its under-powered or has a loose wire somewhere. Speaker drivers could also be going and they probably are, from the looks of it.

FWIW, from what I could find on Google Earth:

The Kelly Park siren that worked then refused to output audio is a 612 (the one in the video above).
The destroyed Centennial Park siren is a 612.
I'm guessing then the Waterworth Park siren that failed entirely is the 2001 (I couldn't find it).

The problem in the video does not seem to be loose wires or "under-poweredness" or blown drivers (though I'm sure it has some given the age of the unit). It sounds like, quite simply, the electronics are going out.

30 year old electronic siren. All obsolete product. Parts for repairs are getting harder and harder to come by. If the EOWS sits unused for extended periods of time the shaft oxidizes or corrodes causing the speaker connections to be intermittent. Also, may users / customer neglect to maintain and keep up their batteries. A battery lasts maybe 4 years. If that siren is sitting there without use and one expects the batteries to have capacitance they are fooling themselves. The siren control runs off 24 volt DC. AC is only there to run the charge circuit.
