Granite, OK Thunderbolt

I was surfing online and came across a few pictures of a Thunderbolt from the Southwestern Oklahoma town of Granite:

From the pictures I have seen this appears to be the town's only siren. Seemed like a neat find so I thought I'd share it with everybody.

It is a nice looking installation, but I can't help wondering what the speaker looking thing on the opposite corner of the building is and what it is its purpose.

I was thinking the same thing. I know that building is City Hall and shared by Public Works. Perhaps a loudspeaker to announce the time? I will check into it.
ive seen these at football fields all over Pennsylvania a plus to being in my high school marching band. it is a loud speaker but for the purpose and who makes them I have no idea
