Newer ones run a 560Hz alert. They peak at 560Hz in attack and whoop and around 640Hz in wail. HiLo runs at around 630 and 455Hz, and I think air horn runs at the same just at a really fast frequency.
Here's a good example of a newer one in Mexico being ran in all signals

These older Vortexes had a belt driven rotator. I believe that the fin was to help rotate the head if the belt slipped or broke; I seen one in LaGrange Ga blowing around in the wind while we were trying to get to my taekwondo tournament one day. Whelen does have a retrofit rotator that can be used to solve the issue completely.
